A member of the Committee for Monitoring the Implementation of the Government Program and Strategic Planning clarified that "the Iraqi government is obligated today to continue to experiment with the 2019 budget and stop external borrowing and finance the fiscal deficit through internal borrowing," noting that "there are multiple sources of internal borrowing and support the recovery of oil prices and the prospects of this global economic growth" Going for the economic stability and financial sustainability it generates, away from external borrowing and the mortgage it leaves to the country’s economic resources and nibbles at national sovereignty.
