On the 2021 budget, Cougar said, "The 2021 budget will be operational, while the investment will be ink on paper, because the government does not have sufficient funds for it."
The Ministry of Planning had announced earlier, that the job grades of 240 thousand degrees will be transferred from the 2020 budget to the 2021 budget according to the mechanisms of deletion, creation and retirement.
