The State of Law coalition led by Nuri al-Maliki said, on Tuesday, that Parliament Speaker Muhammad al-Halbousi refuses to include the election law on the parliament’s agenda for the purpose of voting on its amendment.

"The Speaker of Parliament says that the election law was voted onin the previous period, and it is not possible to re-vote on it again, except after approval of the Presidency of the Republic and a newsletter in the Official Gazette," the coalition deputy, Katie al-Rikabi, said.

He added, "Al-Halbousi informed the political forces that the election law can be presented to amend some of its paragraphs after the presidency of the republic ratified the law," indicating that "this can be done by submitting a request to the Presidency of Parliament signed by 100 deputies to amend the articles of the law."

The Iraqi Council of Representatives had passed a part of a new law for parliamentary elections late last year under unprecedented popular protests.

However, the differences prevented the completion of the legislation of the law, as differences focus on the adoption of multiple departments or one constituency in each province, as well as the method of voting directly or through lists.

Article 15, paragraph 6 of the election law stipulates that the governorate shall have multiple electoral districts.

Prime Minister Mustafa Al-Kazemi says his government will do its utmost to hold fair early elections under the new law in the middle of next year.

Since the start of the protests in October, protesters in the Iraqi provinces have been calling for the enactment of a new law to clear the way for the rise of independents and small blocs to parliament, and to lift the control of the large, powerful blocs that have ruled the country since 2003.

The Special Representative of the Secretary-General of the United Nations in Iraq, Jenin Hennes Plasschaert, announced On Sunday, the supreme authority in Najaf, represented by Ayatollah Ali al-Sistani, supported holding early elections as scheduled in June 2021.
