A source in the cabinet confirmed, on Saturday, that the Construction Council law was prepared in an urgent manner, and a committee was formed to review it.
The source said, according to the official agency, that "the government is interested in this project, and considers it an important step towards the reconstruction of Iraq, but believes that the law has been prepared in an expedited manner, and there are some gaps in it," pointing out that "the government has formed a committee to review the law that includes legal experts and experts in Reconstruction issues, and the name of the law has been changed to be called the Reconstruction and Investment Council.
The resigned government voted in September of last year on the Reconstruction Council bill for the purpose of presenting it to the House of Representatives, as the draft law was jointly prepared between the two presidencies of the Republic and the ministers, with the benefit of the advice of many experts and competencies.
The draft law aims to establish infrastructure, establish major projects in the country, such as roads, bridges, airports and ports, as well as eliminate unemployment by encouraging investment and employing manpower, following up the establishment of strategic, industrial, agricultural, health and housing projects, and sustaining their operation in accordance with international standards and concepts.
The project authorized the Construction Council to have broad powers such as contracting, monitoring, supervising, implementing and managing major projects effectively, creating job opportunities, and maximizing the benefit of Iraqi citizens from state resources by distributing project profits to them and giving them priority by subscribing to council projects, and implementing development projects of economic importance to develop and diversify resources.
