Member of the Change Movement, Julie Asaad, confirmed, on Sunday, that the Kurdish delegations that go to visit the capital, Baghdad, do not have the powers to negotiate and sign agreements.
Asaad said, "The Prime Minister of the Regional Government, Masrour Barzani, is only postponingall the oil files and border crossings under his authority only," considering that "the delegations that went to Baghdad in the past period did not possess the powers to sign agreements."

Asaad admitted, “It is difficult to reach an agreement at the present time between Baghdad and Erbil, as a result of the region’s inability to deliver oil, and also that the government will resort to deducting a large part of the salaries of employees, in light of the government's uncertainty about the inability of citizens to demonstrate and protest, as a result of the policy it is pursuing. The ruling authority parties are against the citizens and those who want to claim their rights.

He pointed out that "the citizens are before a repressive police authority that does not accept demonstrations and protests and claims to exercise democracy and human rights."
