7-24-2014 *Adam Montana ~[Iraq waited too long to RV didn't they?] I don't believe so at all. In fact, the opposite - if they had RV'd too soon they could have severely sabotaged their ability to maintain the new rate, and that wouldn't have been good for anyone.
