AND WE ARE TALKING OFF THE WALL RATES. FROM WHAT I WAS TOLD TODAY, THE DONG IS GOING TO BE OVER 4. THESE TWO PEEPS WANT IT HIGH, IT WAS THE U.S. THAT WANTED TO KEEP IT LOW.
