9-29-2014 *tman23 ~So the PUK website and the Minister of Finance both informing the public that the salaries are going to be paid before Eid...TO ME IT SPEAKS VOLUMES THAT AN AGREEMENT IS COMPLETE.

9-29-2014 *Mnt Goat ~over the weekend a request went out to the speaker of the house to hold a special session prior to Wednesday to vote and to confirm the last of the few ministers. These are replacement ministers that were rejected already (some twice) on the confirmation process by parliament. Abadi is targeting this confirmation prior to the upcoming holiday of Eid al-Adha (begins in the evening of Saturday, October 4, 2014, and ends in the evening of Sunday, October 5, 2014). They still do not have a permanent Defense and Interior ministers. What transpired on 9/7 - 9/8 by announcing a “fully” formed government was all very legal and intentionally done. They announced a fully formed government to get the UN resolution to form a legal coalition to enter Syria and fight ISIS. Iraq was at a critical point and needed support to begin operations which was very apparent. There was also a constitutional deadline and missing it was not an alternative. Missing this deadline meant starting all over. They are now in this process of replacing the proxy ministers. It could take weeks or months to do this but they are able to move forward in so many other areas too, even with the proxy ministers. I am hearing the voting for confirmation of these ministers is once again on the agenda for early this week in parliament.

9-29-2014 *TNT Tony [via Adept1] ~Great news – Iraq has published an exchange rate of $3.58...in black and white in the gazette... It’s been verified by Iraqis who read in their own language and can understand what it means. I was trying to find the numbers for the Iraqi dinar and the Kuwait dinar. They put this in the Gazette, we looked at the numbers, and I saw they were 1:1. We checked with multiple Iraqi sources, and they confirmed that we did that correctly – that one Iraqi dinar = one Kuwaiti dinar, and one Kuwaiti dinar = $3.58. There is one other matter being negotiated this moment, it could happen any time in the next 48 hours. It’s been published and if it doesn’t happen by then, they will have real problems with ISIL. Everything we can see for ourselves in the mosques, newspapers and television is indicating the 1st or sooner. It’s looking really, really good... [

9-29-2014 *Lojak ~Articles: "Indicators to solve the oil dispute between Baghdad and Erbil" "Expectations of the arrival of the draft budget to parliament on Tuesday" More great news...the COM is going to front a few months of salaries for the Kurds. When the budget passes (and it should be quicker than they say) they will get all the rest of the money they deserve.

9-29-2014 *Lojak ~Article: "Kurdish Civil Servants to Receive Eid Salaries from Baghdad" Quote: "The Iraqi central government approved the salaries of the (Kurdistan) Region for the months of August and September before the holiday of Eid al-Adha," This article, if true, is supportive of what we need to see. The Kurds havent actually been active in the new government because they want to be paid. As the article says, they are owed 9 billion -- Iraq doesnt have the money now. This however should trigger several things 1) the Kurdish Ministers becoming sworn in on the Council of Ministers 2) which in turn should get the Kurds to turn out and vote with Abadi for his choice of the 2 ministers...all of this is interrelated. The HCL is basically already done, which is part of the platform that all blocs voted on a while back. They cannot pay the Kurds without RV. Shabibi and Abadi have the button at this point...just be patient.

9-29-2014 *Mnt Goat ~Update on the 27 Reforms - Many of these reforms are just replacing many of the Erbil agreement items of the 2009-2010 Erbil meeting. Like with the Erbil agreement, Abadi also has timelines to get these 27 reforms completed. The USA and the UN are not going to budge on the RV until these are completed. Do they all have to be completed prior to an RV? The farthest out timeline for many of the items is 3 months. So we do know they intend to complete all these reforms by January 2015. I believe the critical issues in the Erble agreement, as a minimum, must be implemented prior to any RV...they are 4 years behind schedule due to Maliki. They are attempting to catch up fast.

9-29-2014 *DC ~Bottom line is that everyone is jubilant right now. We are expecting the full RV on or before the 1st. With the announcements in the Gazette and on tv and in the banks, we understand everyone is ready. My understanding is that the $3.58 is the final number. It’s a final coordination between Iraq, the BIS and the IMF. We are just waiting on this last little thing from Iraq. I’ve been told the US is out of the picture, and we are supporting this behind the scenes. In the US everyone is geared up and ready go, and expecting this now.

9-30-2014 *EXOGEN ~October 1st we are looking for a number of things. 1. Bills to be paid 2. Approved Budget 3. The process of salaries in motion 4. LIVE RATE.

9-30-2014 *tman23 ~Forget the budget...First they need to seat the Kurd ministers and as of now, Kurds request that Shaways to be moved from Finance Minister to Deputy PM and Zabari from Deputy PM to FM... such action takes a Parliament hearing...Abadi an Jabouri are discussing a special Parliament session which would seat the security ministers before Eid...And then the discussion if a quorum could be reached...Those expecting a RV this week will be disappointed once again...But 10/7 to 10/9 is a window to keep an eye on.

9-30-2014 *Lojak ~let me explain the goings on, so some on here can be up to speed. There are two Kurds on the Council of Ministers (the cabinet) that were voted on in Parliament --but actually have not been sworn in and havent participated in the cabinet activities as of yet. The kurds want their money, as least a written assurance they will have it soon--then they will participate in the cabinet. The articles yesterday suggesting that they had the support to get a large chunk of money ( some say 4.5 billion) in back salary were the start to what we need. One assumes based on the one MP from Kurdistan that Abadi has the support to get this done in the Cabinet meeting today. Once that vote is concluded positively, a whole chain of events will start. The Kurds will then show up in Parliament and support Abadi for his choice of security ministers--because they have 60 votes, which will put Abadi in the drivers seat on any vote he needs. And of course, Iraq doesnt have 4.5 billion laying around, they will need to quickly Rv the currency to pay not only the back salary, but they need to pay their own army, retirement salary, blah blah. Abadi NEEDS the Kurds to get things done.
