2-16-2015 *Kaperoni ~Article: "Deputy for the Kurdish coalition, said on Sunday that the provincial delegation, headed by Prime Minister Barzani will meet today Prime Minister Haider al-Abadi." I said.."it isn't done!" This is a process. First the initial agreement to get oil flowing. Then a sign from each party that they will honor that first agreement. And now more discussions on the remainder of items that will be incorporated into the HCL law. The one hiccup seems to be a lack of funds by the GOI. Today's meetings implied that the GOI could not make the payment as stated to the KRG which could toss a wrench in these negotiations. Time will tell...but the good news is they are ironing out the HCL so that can go to CoM and parliament soon.
