I think this is huge. To have the CoM supporting the independence of the CBI is very good news.

2-18-2015 *Kaperoni ~Article quote: "The meeting will also look positively to the agreement between the federal government and the Kurdistan Regional Government agreement regarding oil and Budget and the commitment of the two parties..." IMO this is part of the reason for no budget yet. The budget is based on a revenue amount which is joint oil exportation between the gov and KRG. Without the completed HCL/Oil and Gas agreement with the KRG, I don't see how they can release the budget.
