If and only if this is the end of the MR, then this makes sense...pay attention to who is being put into positions – at IMF, CBI, PM of Iraq, BRICS nations, etc; all these things are required when an international rate is released. The GOI should be seated this month, and when they are seated, they should open the budget -- the only reason to have a budget is if they have savings or a revenue stream... IMO, the new GOI will announce themselves around Sept 10. The rate will come out quickly after the GOI is seated, if not, everything crumbles, IMO. When the new GOI is announced, things will happen quickly. If they are not ready, they will not announce the new GOI until they are ready, so be strong if it does not happen by the 10th, but it will happen.
