That is an interesting article...I would guess if the picture is current...he [Shabibi] is simply attending the Arab financial conference as some kind of advisor/or consultant. We know that Ali al-Allaq has the title of CBI gov at this time. I believe the captions should probably read: Iraq’s Finance Minister Hoshyar Zebari...and (former) Iraqi Central Bank’s governor Sinan Al Shabibi attend a meeting of Arab Financial Institutions yesterday in Kuwait City.
