7-7-2015 *Frank26 [via FrostyTheSnowman] ~The HCL...that is a HOT thing for us right now...it is the Lava Flow. Now of all of the people...the so-called “advisors of the GOI submitted a proposal to amend the Federal Oil and Gas Law to be completed within two months.” That means they started it 2 months ago … (that’s when we heard the rumors about it). Article 140 which is important for the HCL...there are 30 things that the GOI has to do to lift Article 140. These 30 things were done a long time ago – so Article 140 was put on the shelf. A few days ago Article 140 was brought back off the shelf and REACTIVATED once again. These are things that the GOI has to do for the people of Iraq. And guess what one of those 30 things is? The HCL! Lots of number are now changing...TRANSPARENCY...so now the GOI says it now produces 4.3 Billion barrels a day...transparency is coming...they want the world to know these numbers and what they are doing. The last part (for the citizens) will come at the very end. The HCL is HOT.
