This statement IMO is very important...there is no intent to revalue. It is not physically possible. I think that he is saying that until the dinar is worth more than the dollar it would not reduce the budget. That being said, only about 20% of the 2016 budget anyway is "investment" so it would not have much effect. The majority of the budget is "operational" meaning salaries, expenses etc. and we all know a dinar is a dinar in Iraq.
