Baghdad, October 21 / October (Rn) – The Council of the province of Baghdad, Friday, to achieve high rates of completion of projects through the payment of 70% of the financial allocations within the budget of 2011, revealing near the start of the implementation of five vital projects after obtaining approval of the Council of Ministers.

A commission of economy and investment in the parliamentary earlier received a report from the government shows that some of the ministries and the provinces did not happen, only 5% of its own funds for the current year up to July 30 last year.

The Iraqi Prime Minister Nuri al-Maliki has expressed his dissatisfaction with the implementation of projects during the current year in the majority of provinces that have adopted the implementation of projects in a selective manner and not depending to the actual need and necessity for such projects.

The Chairman of the Committee of Construction and Alttoerfi Provincial Council Ali Al-Attar told the Kurdish news agency (Rn), that “the Baghdad provincial council has achieved completion rates of advanced projects through the payment of 70% of the money allocated to it within the budget of the province in 2011,” he said, adding also that “the budget of the province for 2009 and 2010 were not the level of ambition. “

And Attar pointed out that “the provincial council will begin this year, the completion stages of a strategic five projects after approval by the Council of Ministers which projects streams Mahmudiyah, Tarmiyah, and cities, and on the bridge, in addition to a project to build thousand housing units in the district Mahodah.”

He said, “the Baghdad Provincial Council has achieved this year, carry out the rehabilitation of 40 schools and the construction of 30 new ones in different areas of the capital, while still work in progress for the establishment of 11 health centers, as well as work clothing roads in the outskirts of the capital, and ongoing projects included water purification projects.”

According to paragraph IV of Article X of the General Budget Law for 2011 that “the Council of Representatives may withdraw confidence from a minister or head of organization is not related to the Ministry in the case of non-implementation of a rate (75%) of the investment allocations of his ministry or his department from the Federal budget.”

The Iraqi government announced that Iraq’s budget for next year 2012 will amount to $ 112 billion, up 36% from the current budget year 2011, but a deficit of $ 20 billion and he has been allocated $ 17 billion for security and armament.

The government spokesman Ali al-Dabbagh has made a press statement earlier last month (18/09/2010) that the Cabinet discussed at its special session (Sunday) bill the federal budget for 2012, noting that he has been allocated $ 131 trillion Iraqi dinars (112 billion dollars) in total federal counterbalance an increase of 36% from last year.

Al-Dabbagh said that “total federal income amounted to 107.7 trillion dinars (about $ 92 billion) deficit total of $ 23.3 trillion Iraqi dinars (20 billion dollars) are covered by the amounts of cash retained from the current year budget 2011 is internal and external borrowing and the proportion of of the savings expected from the increase in selling prices or increased oil production or borrowing from the IMF and the World Bank. “
